Is it fair on my part to single out just one guy?

I have a beautiful daughter with a good body. I am pretty sure when she goes out for college or shopping or movies etc many men look at her lustily. Some might even make passes at her. Some might even touch her without her permission. I think they are all quite normal incidents which happen in every girl's life at some point of time for a certain duration. But, one day I caught one of my neighbors who is of my age looking at my daughter lustily as if he would devour her. From then on I am growing hatredness towards that guy and whenever I see him I get very angry. Is it fair on my part to single out just one guy because personally I saw him ogling whereas many others also ogle at her on the streets whom I won't happen to look?
