Why do men say they want a modest women yet they ogle at sexy dressed women?

Because while he wants to look at other women, he doesn't want anyone looking at "his" property. I think whatever works in the couple, works for them. Some men prefer their wives be covered up and don't look at other women. So like showing their wives bodies off. It simply depends. Personally, I think if a man asks his wife to cover up, but then stares at half naked women, he's nothing but a hypocrite.
