Why do women dress the way they do and then complain about being ogled at?

It's one thing for a man to give you an appreciative glance...it's another thing for him to look at you like your the last piece of USDA grade A steak on a vegatarian island...seriously...I guess you would have to be a woman to understand...regardless of how you dress there are some men who look at women like they are undressing you with their eyes and they don't even try to hide what they are thinking...it's creepy.
